STOCKTON, Calif. —

Stockton residents expressed frustration after city council members kept them waiting for nearly three hours for a meeting to start, only to delay one of the most contentious items on the agenda .

The key items included the appointment of an interim city manager and Vice Mayor Jason Lee's call for an investigation into city spending.

An hour before the meeting started, a line began to form outside the city chambers. Dozens of residents like Shawn Black attended to make their voices heard.

“Let's figure out what the root of the issues are and let's figure out how we can come together and stand up with each other as one as a unit and get this thing back on track,” said Black.
