GREEN BAY, Wis. (WFRV) - A 41-year-old man is now officially charged for his connection to a fatal shooting on the west side of Green Bay in November of 2023, authorities say.

According to a release from the Green Bay Police Department, 30-year-old Carlos Otero-Aviles from Green Bay was shot in the parking lot of an apartment complex on the 1700 block of Western Avenue while attending a child's birthday party in November of 2023.

41-year-old Christian Rivera-Pica from Green Bay and another 40-year-old Green Bay man were arrested in collaboration with the US Marshals Eastern Wisconsin Violent Offender Task Force on July 28, 2025.
