SALEM, Ore. — New charges have been filed against a man accused of kidnapping an 11-year-old girl in Salem earlier this month. Elijah Galaviz Arce, 48, now faces one count of first-degree kidnapping and two counts of attempt to commit a Class A felony, in addition to prior charges of second-degree kidnapping and first-degree sexual abuse.
The girl was reported missing from her home on the evening of Aug. 5, prompting a search that lasted more than three hours. A neighbor eventually alerted police to suspicious activity about a quarter mile away from the girl's home, and she was found with Arce in a secluded area concealed by shrubbery.
