A Naples man has pleaded guilty to charges of conspiring to defraud the United States by operating a vast off-the-books payroll scheme that involved cashing over $28 million in checks. The plea, entered by Alexis Garcia before Magistrate Judge Kyle C. Dudek in the Middle District of Florida, must still be formally accepted by a U.S. district court judge.
