When Judge Miguel Lopez was appointed Justice of the Peace, in 2023, soon after moving back to his hometown Nogales, he got to see the court from a perspective he hadn’t in his 20 years as a practicing lawyer in New York. And he didn’t always like what he saw.

The Justice Court is where most Nogalians are likely to interact with the court system – small disputes, speeding tickets, eviction notices and so on. It’s also where people are less likely to be able to afford a lawyer, more likely to face a language barrier and overall more prone to imbalances that can unduly swing the outcome of a case. ×
