A deadly explosion that killed two workers and injured more than 10 at U.S. Steel's Clairton Coke Works in Pennsylvania shows the need for steel mill regulation, activists say.

The coke plant, which supplies U.S. Steel's mills in Northwest Indiana, has been cited repeatedly by federal and state officials. U.S. Environmental Protection Agency records show that it was fined nearly $10.7 million after 14 different enforcement actions over the last five years. The EPA said Clairton Coke Works, a 392-acre plant that's part of U.S. Steel's Mon Valley Works just outside Pittsburgh, has not been in compliance with the Clean Air Act for three years.
