At 6:22 p.m. on Sunday, the National Weather Service released a flash flood warning in effect until 9:30 p.m. for Cayuga, Cortland, Madison, Onondaga and Tompkins counties.

"At 6:22 p.m., Doppler radar indicated thunderstorms producing heavy rain across the warned area. Additional thunderstorms moving into the area will produce an additional inch or so of rainfall in spots. Flash flooding is ongoing or expected to begin shortly," states the weather service. "Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas."

Locations impacted by the warning include Cortland, Homer, Otisco, Groton, Locke, Preble, Moravia, Scott, Truxton, Cuyler, Sempronius, Tully, Fabius, East Homer, Kelloggsville, La Fayette, Mo
