PEMBROKE, N.Y. — The National Transportation Safety Board was back on scene Sunday in Pembroke to continue its investigation into the tour bus rollover on the New York State Thruway that killed five and injured dozens on Friday.

Investigators said it’s still too early to determine what caused the crash and rule out any potential causes.

Officials are focusing on factors that impacted the passengers’ safety, including the driver’s performance, highway signage and structure and whether passengers were wearing seat belts.

“It does appear to us that the bus was equipped with seat belts, so part of our investigation will be to determine the extent to which seat belts were being used,” NTSB board member Tom Chapman said.
