OMAHA, Neb. —

State leaders and lawmakers celebrate the passage of LB 530. It's an expansive public safety bill that makes reforms to juvenile justice.

Gov. Jim Pillen said it's time to "cut off the head of the snake" and address the increase in "alarming and serious crimes involving youth."

He said there's a lack of discipline and consequences.

Pillen ceremonially signed LB 530 Monday at the Douglas County Justice Center.

He called the moment bittersweet.

"It breaks my heart when we're talking about kids that are 13 and now down to 11 committing heinous crimes," Pillen said.

The bill makes a number of changes to public safety. State Sen. Kathleen Kauth first introduced LB 530.
