According to the California Highway Patrol, they are called post mile markers, and they help Caltrans, CHP, and emergency responders pinpoint exact locations.
The top of the marker is the Highway number and county. The bottom of the marker indicates the miles traveled from the county line.
Post miles reset to zero when you cross from one county to the next.
