MUNCIE, IN — A Muncie mother was arrested on suspicion of four counts of neglect of a dependent after her 2-year-old daughter was found wandering in an east-side neighborhood.

Monique Michelle Hopkins, 35, continued to be held in the Delaware County Jail on Wednesday, Sept. 9, under a $20,000 bond.

According to Muncie police, officers were sent to the 1300 block of East Jackson Street about 5:30 p.m. on Monday after residents reported finding the child described as wearing a diaper "overly soiled to the point her clothing was soaked in urine" walking along East Adams Street.
