Attorneys representing the estate of a Vancouver teen with special needs who died in 2020 of starvation and neglect claim that the Evergreen School District knew of the abuse for "years" prior to his death.
Karreon Adams-Franks was 15 years old when he died at PeaceHealth Southwest Medical Center in November of 2020. At the time, medical staff reported that he weighed less than 70 pounds and had scars on his neck.
Just prior to Adams-Franks' death, Washington Child Protective Services launched an investigation into reports of mistreatment. His two brothers were placed in protective custody.
It wasn't until months later that police in Northern California arrested the boys' adoptive parents , Jess
