An agreement between the RMWB and the developer, Sultan Management Group (SMG), stated groundbreaking was supposed to be held at the site by June 30. When this did not happen, the lot at Franklin Avenue and Morrison Street was repurchased for $748,000 less adjustments on Aug. 27. Article content
