The Tennessee Department of Education has released additional data on the state’s controversial school voucher program , though questions remain over who is benefiting from the scholarships and where in the state the funds are being allocated.

TDOE received more than 42,000 applications for the program, known as the Education Freedom Scholarship, according to a Sept. 19 news release. The release notes that all 20,000 available scholarships were “reserved” but does not explicitly say whether all the vouchers are being utilized, underscoring concerns from the program's opponents that private schools could reject student applications.
