INDIANAPOLIS, Ind. (WFIE) - The Indiana Parole Board is recommending denying clemency for death row inmate Roy Lee Ward.

Ward was convicted of the rape and murder of 15-year-old Stacy Payne back in 2001 in Spencer County.
And on Monday, a clemency hearing was held for those in favor and against the execution.
The five-member Indiana State Parole Board sat through two sessions.
The first included Ward’s defense team who are fighting to keep Ward from being executed.
Meanwhile, family and first responders who worked the case spoke during session two.

Ultimately, it’ll be Governor Braun’s choice on whether or not to grant the clemency,
