An affordable housing project for seniors in Phoenix opened this week as the developer broke ground for its second phase on the same day.
Penrose Cos. held a ribbon-cutting on Wednesday for the first 60 affordable housing units of its development, called Garfield Terrace, at 1510 E. Portland St. It also began construction on the next 60 units, which the company expects to be move-in ready before the end of 2026.
The apartments will serve seniors age 55 and older earning 30% to 60% of the area median income.
“This is how we build an inclusive Phoenix for all our residents, especially the seniors and those who are (experiencing) challenging times,” said Titus Mathew, director of the city of Phoenix’s Housing Department, during the ribbon-cutting ceremony.
