Phillipsburg’s town council narrowly approved an ordinance Wednesday to establish a new citizens advisory board, replacing the previous two-person committee with an expanded structure aimed at increasing resident involvement in local government.
The ordinance, authored by Councilman Dustin Pierce received support from only two-thirds of the council at its second reading.
