Heber City mayoral candidates Heidi Franco and D. Scott Phillips on Thursday night at a candidates forum hosted by KPCW and the Heber Leadership Academy addressed issues including open space, affordability, policing and the perceived antagonism between them.

Stewardship of the Jordanelle Ridge open space, which is currently operated by the HOA instead of a third party land trust, was a major issue for incumbent Franco.
