Heber City mayoral candidates Heidi Franco and D. Scott Phillips on Thursday night at a candidates forum hosted by KPCW and the Heber Leadership Academy addressed issues including open space, affordability, policing and the perceived antagonism between them.
Stewardship of the Jordanelle Ridge open space, which is currently operated by the HOA instead of a third party land trust, was a major issue for incumbent Franco.
“That is the fox guarding the henhouse, everybody,” she said. “We have 77 percent in the Envision Heber plan that said, ‘Permanently protect the Jordanelle Ridge.’ … That’s not happening right now. The council thinks they’re protecting it. I’m saying no. It’s not permanent protection, right? That’s what the people want. I’m going to go with what the people want, no matter
