A female Detroit municipal worker is suing the city's Public Works Department, saying a supervisor forced her into a sexual relationship and a colleague sent a lewd text. And to prove it, she shared a photo of the colleague's penis with a federal judge.

The explicit photo is attached to a lawsuit in federal court in Detroit that portrays life inside the Public Works Department as a raunchy workplace filled with sexual harassment, hostile employees and people cavorting on the clock.
