Rain arrives late Wednesday night and spreads across the region by Thursday morning, kicking off a steady, soaking rainfall that lasts much of the day. It’ll be a raw one—expect about one to one and a half inches of much-needed rain across the Southern Tier, with slightly lower totals farther north. Winds will also be on the move, coming in from the east at 10 to 15 mph and gusting up to 25 mph, making for a breezy, damp Thursday.
By Thursday night, the storm’s center passes overhead, giving us a brief lull in the wind before it swings around to the west-northwest Friday morning as a cold front moves through. That shift brings another round of gusty conditions for Halloween on Friday, with winds sustained at 15 to 20 mph and gusts up to 35 mph—or even stronger in open spots. Temperatures
