NEW YORK CITY (PIX11) – One of Mayor-elect Zohran Mamdani’s key promises is a rent freeze for stabilized units. Can he get it done?

The Rent Guidelines Board controls rent increases for New York City’s one million stabilized units. It’s a nine-member board appointed by the mayor that includes representatives of tenants, landlords and the public.

The members serve one to four-year terms. During his tenure, Mamdani would have the chance to replace every board member – but he’ll have to beat Mayor Eric Adams to it.

Of the nine-member board, two members have terms expiring during Mamdani’s first term, whom he’ll be able to replace. The mayor can replace the chair at any point.
