ELIZABETH CITY, N.C. (WAVY) - A longtime Elizabeth City resident says she’s shaken but not angry after a man declared mentally incompetent was caught on camera slashing her car tires and appearing to carry a gun outside her home.

For nearly 30 years, Robbin Graham has lived on a quiet stretch of Perquimans Avenue. On the morning of Oct. 29, she says that peace was shattered.

“When I walked to the front door, I said, ‘Oh my gosh, all four of my tires are slashed,’” Graham said.

Ring camera footage shows 38-year-old Michael Hutchinson pacing on Graham’s porch, muttering to himself and holding what appears to be a gun. At one point, he is heard saying to himself “He’s got two firearms in there.” The incident happened a little after 5:30 a.m. lasting less than 10 minutes.
