CLARKSBURG, W.Va. — Clarksburg City Council met for almost four hours Thursday night but took no action regarding City Manager Tiffany Fell, who has been named in a complaint filed with the West Virginia Ethics Commission.

Council members, who spent much of Thursday's meeting in executive session, declined comment.
