The Wilmington City Council wants to play by the same annexation rules as the rest of the state.
A resolution asking the state Legislature to change Delaware's annexation laws passed at the Nov. 20 City Council meeting with seven yes votes and six absent.
Most municipalities in Delaware can annex contiguous areas in a streamlined process. State law requires them to hold public hearings and a public comment period and submit a plan to the state planning office. It's a simple process that doesn't require any kind of petitions or elections.
