PHOENIX (AZFamily) — Newly released court documents allege a 19-year-old was drunk and speeding before a crash that killed a man in west Phoenix early Sunday morning .
At about 3:15 a.m., first responders were called to the area of 67th Avenue and Virginia Avenue , south of Thomas Road, for a crash involving a white Chevrolet Silverado and a red Nissan Sentra.
When officers arrived, they found the Nissan’s driver, 38-year-old Juan Andres Ortiz, seriously injured before he died on the scene. A woman in the passenger’s seat suffered serious injuries, including a fractured rib.
Police say the Chevrolet’s driver, identified as 19-year-old Andy Lepe, failed field sobriety tests before taking a breath test and blowing a blood alcohol concentration of 0.157 — nearly double the legal limit
