The proposed merger between Union Pacific Railroad (UP) and Norfolk Southern Railway (NS) has farmers and industry observers asking questions and expressing concern about what it may mean for competition and soybean transportation pricing. Any railroad merger and acquisition must be approved by the Surface Transportation Board (STB). The STB is a five-member board appointed by the President and confirmed by the Senate.
