ORANGEBURG, S.C. - Orangeburg County School District Superintendent Dr. Sean Foster outlined both achievements and challenges facing the district during Thursday morning’s annual State of the District Address.
The district enrolled 9,700 students this year, down from 12,000 when Foster became superintendent in 2020.
The district maintains an 86% poverty rate, ranking ninth among South Carolina public school districts for poverty, Foster said.
Despite financial challenges, the district ranks 10th in the state for academics in South Carolina’s public education system.
