WARREN, Ohio (WKBN) -- The City of Warren has received a court order granting it the ability to temporarily shut down the Convenient Food Mart off Elm Road. The city’s operations department was on the property Thursday morning, boarding up the business. This comes two days after Law Director Enzo Cantalamessa announced the city would be taking legal steps to close the store. Mayor Doug Franklin said it had been a nuisance for some time. The store’s parking lot was the scene of the city’s 4th homicide of 2025.
On Sunday morning, two men were shot in the parking lot, one of whom died. Police identified the victim as David Lee Owens, III. Store employees told First News the business had not done anything wrong, saying it didn’t serve alcohol and had been following its agreement with the city
