KNOXVILLE, Tenn. (WATE) — A grand jury has chosen not to indict Knox County Trustee Justin Biggs after hearing evidence in his case.
Blount County District Attorney Ryan Desmond said the grand jury heard the Biggs evidence returned a no bill, which means he was not indicted. The Tennessee Comptroller of the Treasury was investigating the Trustee’s Office for the use of taxpayer funds for expensive hotels and improper use of county vehicles.
In May, 6 News obtained a criminal court order stating that District Attorney General Charme Allen has been recused from all matters pertaining to the Tennessee Comptroller’s investigation into the Knox County Government. Desmond was appointed to take over Allen's responsibilities on the case.
In April, an employee at the Knox County Trustee’s office
