The city of Toledo is looking to build its housing stock and boost economic development, and to help with that, city leaders are looking at parking lots.

While parking lots may seem insignificant, the city has long regulated parking requirements in its zoning code. In most cases within the city of Toledo, a developer has to meet a minimum parking requirement to build or expand.

For commercial uses, minimum parking requirements were typically calculated by square footage of building floor areas, customer areas, or the number of employees per shift. As a result, the larger a building footprint, or the higher number of customers, the steeper the requirement. However, the calculation doesn’t factor in other modes of transportation.
