CHARLESTON — As Hurricane Erin circled off America’s East Coast, pushing high surf up South Carolina's beaches, Mayor William Cogswell outlined his strategy for the Holy City’s long-simmering seawall project.

Alternately called a “raised edge,” “battery extension” or “perimeter protection,” the project has been in the works in some shape or form since 2018. Regardless of what city leaders call it, the goal remains to protect Charleston’s peninsula from rising seas and a new generation of climate change-charged hurricanes.
