EUGENE, Ore. - Federal prosecutors have charged a Eugene man with developing and running a DDoS-for-hire service that targeted victims in more than 80 countries.

According to a press release by the Department of Justice , Ethan Foltz, 22, of Eugene, is accused of administrating the "Rapper Bot" DDoS-for-hire Botnet. This Botnet, also known as "Eleven Eleven Botnet" and "CowBot," allegedly targeted victims in over 80 countries, including U.S. government networks and tech companies.

“Rapper Bot was one of the most powerful DDoS botnets to ever exist... Our office remains committed to disrupting and dismantling cyber criminals,” said U.S. Attorney Michael J. Heyman for the District of Alaska.
