CINCINNATI (WXIX) - The expansion to a major development in Norwood is now on the back-burner after city council voted against PLK Communities’ phase three.

After a two-and-a-half hours of discussion Tuesday night, Norwood City Council voted unanimously to not expand Factory 52 , a mixed-use development with hundreds of apartments, shopping, things-to-do and places to dine.

The proposed expansion would have added 48 residential units along Beech Street.

Community members have been pushing back on the plan for some time now, citing traffic concerns, like pedestrian safety and congestion.

“This developer is trying to write the new play book for developers by developers,” one resident said.
