Randall Hopley, a high-risk sex offender, has been released from prison and is now residing in Vancouver. The Vancouver Police Department issued a public warning regarding his return to the community on statutory release, which is a supervised release for federal offenders who have completed two-thirds of their sentence.
Hopley, 60, has a criminal history that includes a conviction for the sexual assault of a child in 1985 and the abduction of a three-year-old boy in southeastern British Columbia in 2011. His previous statutory release in May was cut short when he breached his conditions just hours after being freed from Mission Institution. In November 2023, he again failed to comply with his release terms by removing his ankle monitor and not returning to his halfway house in the Downtown Eastside. He was at large for 10 days before surrendering to police.
In addition to his past offenses, Hopley pleaded guilty in November 2022 for breaching his conditions by getting too close to children at a library. The police have stated that Hopley poses a high risk to the public and is likely to breach his release conditions again.
His conditions include not being in the presence of children under 16 years old and avoiding areas where children gather, such as schools, playgrounds, and daycares. He is also subject to a nightly curfew from 6 p.m. to 7 a.m., prohibited from accessing pornography or sexually explicit material, and cannot own or use devices that allow unsupervised internet access. Hopley is required to live in a designated community-based residential facility.
The Vancouver Police Department's High Risk Offender Unit, in collaboration with Correctional Service Canada, will monitor Hopley closely. Authorities urge anyone who witnesses him violating his conditions to call 911.
