DAYTON, Ohio (WDTN) – Ohio Governor Mike DeWine has authorized the Ohio Board of Pharmacy to adopt an emergency rule which legalizes drug-overdose prevention tools.

On Wednesday, Oct. 1, DeWine signed Executive Order 2025-04D, which suspended the normal process and allowed the Ohio Board of Pharmacy to adopt a rule which expands access to overdose prevention tools.

Officials said both test strips and reagent kits are critical tools for harm reduction.

Now, under rule OAC 4729-8-02, testing strips and reagent kits for the following compounds are NO LONGER drug paraphernalia under Ohio law: • Fentanyl (And fent-related compounds.) • Xylazine, a non-opioid sedative or tranquilizer. • Medetomidine, a veterinary anesthetic medication. • Benzi
