BATON ROUGE, La. (Louisiana First) — An investigation by the East Baton Rouge Sheriff's Office into improper sexual contact involving a 7-year-old girl and a 5-year-old boy led to the arrest of a Baton Rouge man.

Shalom Moalem-Rabi, 41, was charged with aggravated crime against nature, first-degree rape of a victim under 13 years of age, and molestation of a juvenile.

Moalem-Rabi is accused of having oral sex with the girl, encouraging the girl and boy to touch his private parts and have intercourse with each other.

EBRSO received a tip in May 2025 regarding possible sexual abuse of a minor in 2023. The two juveniles were siblings and at the time Moalem-Rabi was the boyfriend of their mother.
