Residents of Winnipeg’s Point Douglas neighbourhood are calling on Police Chief Gene Bowers to withdraw his public support for Bill 48, the province’s proposed Protective Care Act, saying the legislation lacks safeguards to protect both vulnerable individuals and the communities where they live.
In a series of letters sent to Bowers in recent days, residents expressed growing frustration that the legislation — formally known as The Intoxicated Persons Detention Amendment Act — could result in a concentration of high-risk care facilities in already overburdened areas.
