MACON, Ga. — Devetta Hardy says she's used SNAP benefits for about a decade, and is always vigilant with her EBT card.

But on the morning of Dec. 7, the day her benefits were issued, she says her account showed a zero dollar balance.

"When I saw that zero balance, like I said, I was devastated because I had my mind on going to the store that morning. And when I saw zero balance, I can't do nothing," Hardy said.

Hardy says all $309 she receives was drained, spent at stores hundreds of miles away in Philadelphia .

"I'm like all the way in Philadelphia, like how do you have my card number? The PIN number? How do you do a transaction like that," Hardy said.
