In order to stand trial in Nebraska, an offender has to be able to understand the process. That goes especially for juvenile offenders.
Though one lawyer said his clients are waiting months to be evaluated by a licensed psychologist.
Justin Wayne represents a number of juvenile offenders, but he says three of his clients have been waiting more than six months to get a competency evaluation.
"Two that are over almost a year waiting on evaluations," Wayne said.
In the meantime, he said his clients have been sitting inside DCYC.
"Are they even competent to stand trial? And trying to explain that to people who I feel maybe are incompetent at the time to stand trial," Wayne said. "It's difficult because you explain it and explain it and they look around and say, 'Well, why a
