A University of Delaware student has been arrested after police discovered a cache of weapons, body armor and a handwritten manifesto allegedly outlining plans for a mass shooting on campus. Luqmaan Khan, 25, a Pakistani-born immigrant and American citizen, was taken into custody shortly before midnight on November 24.

Officers approached his pickup truck after finding it parked in a Wilmington park after hours and decided to search the vehicle when he began acting suspiciously, according to New Castle County Police.
