Steven Bixby, now 58, was convicted in 2007 of the murders of Abbeville County Deputy Danny Wilson and Constable Donnie Ouzts.
Bixby shot and killed the two law enforcement officers in 2003 amid an ongoing dispute with the state Department of Transportation, which was planning to take a strip of his and his parents’ property through eminent domain to widen S.C. 72. The killings sparked a more-than 12-hour standoff in which Bixby exchanged thousands of rounds with police before he was eventually taken into custody.
