TUCSON, Ariz. (13 News) - A viral video is circulating around social media showing a Tucson police officer punching and struggling with a man on the eastside.

The incident happened outside of the ‘On The Rocks’ bar on Tucson’s eastside on Sunday evening.

TPD has confirmed with us that the man in the video has been arrested on an aggravated assault charge on a peace officer.

13 News spoke to a Leketia Payne, who says she’s the older sister of the man in that video, Samuel Irvin Payne Jr., and he’s battled mental health conditions for a long time.

Upon finding out about the incident and seeing the video on social media, she has a lot of questions for the Tucson police department- especially what unfolded before the incident happened.
